Issuers froze 0.09% of the Bitget haul. That is not sloppiness

Circle and Tether blocked roughly $318,000 out of $351.6M. Nine hundredths of a percent. It is being reported as a failure — the reason is structural.

WHY THERE WAS NEVER GOING TO BE MORE

A freeze reaches only what the issuer controls. USDT and USDC are their own tokens, blocked right in the contract. Ether belongs to nobody. No one can freeze ETH — not Tether, not Circle, not an exchange, not a court.

The attacker knew that. Here is what he did, from our own trace:

Right now nine addresses hold 68,922.94 ETH — about $185.5M. Six of them hold exactly 10,000 ETH each. Overnight the transit wallet emptied into one of the parked ones: the money is moving internally, not out.

TWO ISSUERS, TWO POLICIES

Tether has blacklisted 7,268 addresses holding $3.29B. Circle: 372 addresses, $109M.

A twentyfold difference on the same dollar. That is not technology — it is how readily an issuer pulls the lever.

WHAT CHANGES ON 18 JANUARY

The US Treasury wants stablecoin issuers to build a mechanism that blocks, freezes and rejects transactions — in secondary markets, not only at mint and redemption. Plus bank-style AML programmes, suspicious activity reports, and criminal liability for executives who certify compliance falsely.

The GENIUS Act takes full effect on 18 January 2027. The date is locked: no agency issued final rules before 20 September.

THE CONCLUSION

The gap will widen. Stablecoins will be frozen faster and more often; ether stays out of reach. So thieves will convert sooner than they do today.

And the freeze still lands on whoever accepted the coins last and carried them to an exchange — never on the thief, who is already in ETH.
